Requesting Plugin Creation: HologramChat

Hey MCM, requesting the production of a plugin. Its called HologramChat. Yes I know what you're probably thinking, "there's already millions of those out there" or "nobodies gonna do it for free." Lol, I know there are multiple creations of this plugin but most of them are old and very outdated or just don't offer what I'm looking for. I'm hoping this can offer simplicity to use in-game.
So what further or due, here's the request! If you like it don't hesitate to give it a like. Feel free to leave some comments below such as pro's or con's to this idea. Thanks, Neon

Suggested name: HologramChat

What I want: Basically whenever someone types in chat, their message will also appear as a holographic display above there head! I'd also like this to be somewhat customizable to the player in which they are able to change the color of the text. Also, make sure the plugin does not display personal chat such as messages between players or mail.

Ideas for commands:
/hologramchat reload - Reloads the configuration file.
/hologramchat duration [time in seconds] - The amount of time the message will be displayed
/hologramchat on - Enables holographic chat
/hologramchat off - Disables holographic chat
/hologramchat color [color] - Allows player to change text color

Ideas for permissions:
hologramchat.reload ----- (only given to admin)
hologramchat.duration ----- (only given to admin)
hologramchat.on
hologramchat.off
hologramchat.color

When I'd like it by: Anytime possible
