Towny server development/building

Hi, I'm looking to have a towny server developed based loosely on this old server I used to play on:

I have a document written with the majority of the specifics I'd like which include some of these:
- Rankup system
- Small custom plugins that are listed in the docs
- A plugin that deny's access to certain areas
- A mob arena
- More listed on the docs
If you're the type of builder/dev who thinks they can make some quick cash by developing/configuring lazy plugins and taking weeks to make progress I suggest you do not respond to me.
- You must provide a test server so I can monitor your progress.
- You must also give me a rough estimate of when you can get the server completed.
- This is an earnest inquiry and I'm looking for serious and professional developers/builders. We can discuss prices on discord. Please let me know if you're able to complete this.
