Sure it uses Bootstrap, but so do 90% of websites these days. Bootstraps great, especially for beginners and back end developers that want to get a front end up quickly.

Those are placeholder images. They are put there by designers when they don't have an image ready for that place yet. I use them on my own projects:

Because XTrada confirmed to me they made it with a Bootstrap theme (startbootstrap.com), you can see the screenshot of proof up here.
