Welcome Message Rewards

So I have been on a few server and I saw a feature that when a player joins the server, you can use a command like /welcome and it will welcome the newest player. And, when a player runs this command it will give the customizable rewards such as in-game money, keys, or items. Also, the command will only work if a player has joined within the last 15 seconds. (So you can't just welcome someone 5 minutes late). I would like to be able to customize the message it displays with placeholders like "Welcome %player% to Chaos Factions!" And I would also like there to be a message shown to online players when a new player joins like "%player% has joined for the first time! Welcome them to the server with /welcome!" So if you think that you could code this for me, please send me a PM with your prices!
