Reliable UI Initialization Fix

• Core GUI and Arrest Panel buttons will now always initialize, even in very large maps.
• The system automatically detects when the tool is equipped and safely sets up all UI components.
• Prevents rare cases where Search/Arrest panels failed to load due to delayed GUI replication.

Improved Stability

• Eliminates “Infinite yield possibility for GUI” errors on massive maps or slow-loading clients.

• Limit the maximum jail duration (in seconds) to prevent abuse. Can be configured in settings.

Fixed an issue where the release function was not working correctly.
Fixed a bug where the Jailed GUI timer did not display the remaining time beyond 60 seconds.
