Added a multiplier to control how many FlyBlocks are removed when a player flies in a world.

Fixes

Resolved an issue where new players weren't receiving any new fly-blocks.

Bug fix

When the maximum block limit is reached, the player now receives the maximum allowed value instead of the event being canceled.

Max fly-blocks option.

New option:
# Maximum amount of FlyBlocks a player can have
max-fly-blocks: 1000000.0

- Small fix (When teleporting to another world, the fly was disabled)
