As Cloud Creations said above, builders on here will require some form of payment. The most common payment is either through PayPal, or occasionally CSGO skins.
Typically, if you were to get a "free" build, it'd have to be from someone who has A LOT of free time on their hands, (and generous of course) or, if a user has any vouch copies available for their portfolio. You unfortunately have 0+ reputation, therefore you will NOT get a free build unless you offer a reasonable payment.

To get a free build, there's a number of options.
First, wait until someone publishes a build for free on here, or scour through the free ones (simply click the 'free' tag at the top of a forum section).
Second, you could go to PMC and recruit in the forums. You won't get anywhere near in quality, but it will get a lot more reactions.
Finally, you could hang out here a bit more, try to do some deals, build up reputation and/or give back to the community. After a while, you'll find people are willing to do things in return.
example: I got both Premium and Supreme rank gifted. Now, I practically live here, so of course I spend a lot more time contributing to the community, but you should be able to get at least SOME contributions in.
