Okay most of the factions plugins can be found free,but if you want the server to be fully unique you would need a custom factions core,for customenchants there are tons of alternatives, and for holograms which I'd assume you are going to have I'd suggest fancyholograms or holographicdisplays and as for scoreboard/tab use TAB plugin and since its factions I'd say you are fine with bessentialsgroupmanager but its up to the preference
