Custom Town Plugin

Hello! I'm currently making a survival server that I hope will be one of a kind!
However, I currently need a Towny Plugin to how I have specified in the YouTube Video and .txt files with all the commands and features I require.

Please Note: I don't have too much money to spend on this as I have invested in other custom plugins on my server (and lost due to previous scams).

My Budget is $40

I understand this is not an ideal amount for this plugin, to which I completely understand.
I do not intend to undermine anyone's skills as a developer, so if this budget is not ideal, I'm very sorry.

Instead of asking for a new towny plugin maybe try asking for an addon/an update as the plugin TownyAdvanced (one of the main ones) is open source, that way your budget fits better! goodluck!
