Deluxe Tags

Hey, not sure whether this is the right section, but does anybody know how to make it so all tags (locked or unlocked) appear in /tags for all players (even those who don't own any tags).

Would this need to be done via DeluxeMenus or is there a way within the DeluxeTags plugin? Any help is appreciated!

The tags will be shown as "Locked" if the player doesn't have permission. The tag will be shown as "Unlocked" if the player has permission. ALL players with "*" or OP perms will have instant access to the tags (meaning they'll have it "unlocked"). The permission to give people access to the tag is deluxetags.tag.<identifier>

I know this, but whenever a default player types /tags it says they have no tags unlocked. I have given all permissions apart from the tags they do not have unlocked.
