Developer for kitPVP server

I'm currently looking for a developer for my KitPVP server and would like them to do the following:

-Be able to configure and setup regions
-Able to setup buycraft/Tebex
-May be willing to in the future create custom plugins for the right price
-setup ranks and permissions
-Setup a scoreboard and in game money
-Setup crates and crate keys and vote keys
-Install plugins for KitPVP to work out (will have access to console)
-Setup some extra things along the way if needed

Any decent developer should also be able to configure a server... But yes, it can be said that a configurator would be more suited to this project.
