I'm looking for someone to config small nonop prison server (36 players)

Budget : 10-25$ [UPDATED]
Only 5 ranks (D is start till A and aftet if FREE)
D,C,B,A,FREE and a reset if someone want to start over D rank

5mines (that will be reset on 70%empty or every few minutes)
- Plots world
- Fetherborad
- essentials
- Autopickup
And more...

My idea is to create nonop prison like in the good old days
Open for new ideas or fun things on the server

Players can buy a plot
Shop area (signs shop, I hate gui things)

I dont know about what plugins to use because that the reason i pay for

Players can do Auction things, vote to get keys, donor rank, chestshop...
Daily kit... Normal prison server
