You could achieve this with 3 public plugins, one of which being paid however, there should be a free alternative out there.
DeluxeTags - The core tags plugin
OneTimeItem ($8) - This will allow you to create items which can be right-clicked by a user to execute commands. Once right-clicked, you can have it run the add permission command to a user for a certain tag.
ServerSigns - This will allow you to make signs which again, execute commands. You can add prices to these signs for them to do anything as well as cooldowns and delays. This is a very useful plugin in general.
I do personally use this setup over a custom solution as the 2 extra plugins can be used for a range of other things and is not just limited to the tags and, it's cheaper than any custom solution you would have coded with it only costing $8 USD in total. This could even be free if you found a free alternative to onetimeitem.
