I just wanted to respond to offer you some advice, and for the record I'm not looking to sell my servers.
I think what you're doing here is looking for an easy solution and buying a server is no different than creating one from the ground up, all servers are a challenge to run, grow and expand. If you're unsure on how to fix issues or resolve issues you're going to struggle running a server and in a way you're attempting to run before you can walk. If you want to be successful and not burn down a made server through inexperience and lacking knowledge then you have to learn the lessons and be willing to learn. That means not giving up a project 13 times, that's going to make sure you struggle in this industry.
I want to briefly point out I'm not attempting to tell you not to buy a server if that's what you want to do, by all means go for it, however i'm looking to offer you some advice on how to ensure that you don't waste your money.
If you do decide to purchase a server then i highly recommend you look for and pay a manager for the servers and possibly hire some configurators/developers if you have issues with your files. You're going to struggle if you attempt to go down the same road if you buy files etc anyway. You'll still have things to deal with.
You'll struggle to find a server that's willing to sell you all these gamemodes, that's a rather large network and under your budget it would have to be a total start out, this is a very small percentage of servers. Equally you'd be better starting out with one server if you're struggling and making servers confuse you. I can't imagine going into a five server network if I did not fully understand servers.

Lolli is right and i agree with them fully.
I will give you a little more advice too. If you failed to make servers before. 13 times as you have stated and they failed. The server you will buy will likely fail too. You need to be ready to take the reigns of ownership and be able to be a leader. Be diffrent and make your server amazing. Doing that by just buying up and old server for cheep. wont do anything as the players of that server have seen what it is. You want something New. Exciting. And fun. You wont get that purchasing an old server.
