I would like to know a rough estimate of how much money you want, and how much time it will take. I prefer if you have knowledge of the Towny API and it would be great if you have experience playing grand strategy games such as Hearts of Iron, EU4, etc or you are a history buff.

I already have some source code you could use although I do not know if it will be of any help.
