StaffTools 3.1 Update

- Added a config option to disable staffmode on world change due to high demand.

- Fixed a severe bug in the donator version that would make the discord bot not send the message correctly at times.

- Added a placeholder API option with a %stafftools_playercount% placeholder which is the amount of online players minus the players.
