[+] Added additional packet length limits to prevent DoS attacks

This update should fix any issues with running commands to setup IPSet. Also includes a timeout process in the event that IPTables or IPSet related commands hang.

The new 'verification' check is still very much in beta phase. Please report any and all anomalies to the discord channel.

[+] Added a new verification check with multiple sub-checks. Very powerful and prevents bots from getting into your lobbies. Replaces Pre-P with a sub-check.
[+] Added packet batching to reduce system calls and hopefully optimize TCP windows to help stabilize connections. This requires the Spigot instance to use controlled flushing rather then write-flushes (Tuinity does this!). Very useful since 1.8+ uses NO_TCP_DELAY.
[+] Added xcord-messages.yml for configuring kick messages
[+] Some new configurable options in the config. I will explain each config node eventually to help with modifying XCord to your liking
[+] Added an option for anti-vpn (Also can block ASN, or Country codes). Only two usable API's atm - will add any recommendations. Caches results, and handles rate limits properly to prevent getting rate limited
[/] Changed long-login's default time to 8 seconds instead of 4. Some very laggy users were being disconnected before they fully loaded in.
